How my doesn’t solve this problem fairly quickly

Last week the engine in my cousin’s truck seized up and literally blew apart. I told him he could temporarily use my car to get back and forth to school and work; however he would have to find a way to come up with some money to repair his engine. It is no more than a few hours when he called me back and said he had the problem solved. He said he had gone down to his bank and talked to them about getting a home mortgage refinance. He was told that his loan-to-value was at 60% and they would go up to 80% on this particular property.
